Working Hours: 39 hours per week. Typical working day is 8.30am – 5.00 pm but the post holder will be required to work outside normal working hours (i.e. evenings and weekends) on occasion.

Reporting to: Director of ICT Associate Professional Tech Apprenticeship Programme.

Direct Reports:  Qualification and Certification Officers, Quality Assurance Personnel and Data Protection.

Role & Context

FIT is the National Coordinator for the new NFQ Level 6 Tech Apprenticeship: ICT Associate Professional with a target intake of 250 Apprentices in 2018 rising to 1,000 by 2021. The Registrar will assist the successful deployment of ICT Associate Professional Apprenticeship Programme which is being implemented by FIT in collaboration with the National Apprenticeship Council, SOLAS, Education and Training Boards, ETBI, Technology Ireland and the wider tech sector. The Registrar is responsible for ensuring that appropriate standards are established with the necessary processes in place for monitoring apprenticeship applications, effective progression and certification attainment.

The Registrar has overall responsibility for academic/technical governance and compliance in line with the approved standards in the attainment of the Tech Apprenticeship. This includes oversight of academic operations, specifically the management of student examination, graduation and related activities as applicable.

The main focus of the role will be:

The effective management of the Registrar’s Office which includes responsibility for academic regulations, academic quality and technical standards, academic records and exams and graduation management associated with the ICT Associate Professional Tech Apprenticeship programme.

Lead responsibility for the relationship with accreditation and authorising authorities and is a key member of the ICT Associate Professional Tech Apprenticeship Senior Management Team (SMT) at FIT Ltd.

To provide academic leadership in safeguarding and promoting the academic integrity and technical standards of FIT.

Responsible for creating the annual budget for the Registrar’s Office and the monitoring of monthly expenditure against budget.

Duties and Responsibilities

  1. Ensure adherence to required academic standard, processes and practices required in the roll-out of the National Tech Apprenticeship at NFQ Level 6.
  2. Co-ordinating the ongoing review of Tech Apprenticeship related policies, standards and procedures and thereby updating regulations as required.
  3. Ensuring that the apprenticeship programme is operating in accordance with academic regulations and rigour including; governance of student admission, progression, graduation, teaching, learning and assessment.
  4. Assuring that all apprentices are correctly registered and their data is protected and utilised in accordance with National Apprenticeship policies and legislation.
  5. Managing the administration of the Registry, including;
  • Organisation of examinations and examination boards
  • Recording, processing and communication of results
  • Communication and liaison with collaborative partners and accrediting bodies
  • Deciding on request by students for exam deferral or year deferral
  • Dealing with student conduct issues that are escalated to the Registrar
  • Dealing with issues pertaining to academic impropriety
  1. Monitoring compliance requirements of accrediting bodies.
  2. Managing the annual graduation ceremony and all associated activities with apprentices and the awarding bodies
  3. Overseeing the maintenance of academic records and files ensuring the safeguarding of student records.
  4. Liaising with accrediting bodies and coordinating academic relationships, validation events, programmatic reviews, institutional reviews and reporting arrangements
  5. Supporting the Academic Board in discharging its responsibilities for academic quality and standards and for oversight of academic standards, processes and procedures
  6. Keeping the Senior Management Team briefed on academic developments and academic issues.
  7. Manage the central repository of data and information on all Tech Apprenticeship programmes and components, both accredited and non-accredited, and provide access (where applicable) to auxiliary parties including jobs seekers, students, employers, stakeholders and the general public.
  8. Advising on academic leadership, in relation to new academic developments and quality enhancement initiatives.
  9. Promoting and supporting standards of excellence in teaching learning and assessment practice along with fostering a quality culture throughout the Tech Apprenticeship programme.


Person Specification

The post holder will possess the following essential attributes.

  • Qualified to Master’s Degree level or equivalent and or relevant experience.
  • Experience of leading and managing a team in implementing a substantial skills development programme.
  • Proven expertise and employment history in a vocational education environment
  • Experience in the design and implementation of quality assurance and enhancement processes and procedures in a FET context
  • The ability to understand organisational needs and objectives in the implementation of the Tech Apprenticeship as a national programme and to devise and implement strategies which support these
  • Excellent communication skills, including a high standard of written and spoken English
  • Ability to meet competing deadlines whilst working on a range of activities, prioritising workload as necessary
  • An ability to work with a range of people and external bodies associated with the apprenticeship programme
  • A knowledge and understanding of the role of QQI and other accrediting or awarding bodies as applicable
  • High standard of customer service and confident in approach and demeanour.
  • An empathy with the needs of apprentices, both first-time college students and mature entrants
  • Experience of working with a broad range of stakeholders, at various levels within and external to an organisation, and the ability to foster and maintain positive and productive working relationships
