Location: FIT Ltd, 7a Bellevue Industrial Estate, Glasnevin, Dublin 11.

Salary:                                     

Working Hours: 39 hours per week. Typical working day is 8.30am – 5.00 pm but the post holder will be required to work outside normal working hour (i.e. evenings and weekends) on occasion.

Reporting to: FIT CEO.

 

Role & Context

FIT is the National Coordinator for the new NFQ Level 6 Tech Apprenticeship: ICT Associate Professional with a target intake of 250 Apprentices in 2018 rising to 1,000 by 2021. The Director of ICT Associate Professional Tech Apprenticeship Programme will have responsibility for the successful deployment of the ICT Associate Professional Apprenticeship Programme being implemented by FIT in collaboration with the National Apprenticeship Council, SOLAS, Education and Training Boards, ETBI, Technology Ireland and the wider tech sector. In particular the Director will oversee the successful implementation and deployment of the national Tech Apprenticeship with a target intake of 250 Apprentices in 2018 rising to 1,000 by 2021.

 

The main focus of the role will be:

To provide inspirational leadership in FIT throughout the national roll-out and transformational growth in ICT Associate Professional Tech Apprenticeships.

To be instrumental in successfully fulfilling FIT’s role as the national coordinator of Tech Apprenticeship at NFQ L6 to maximise the opportunities for adoption and participation nationally.

To ensure that participating Tech Apprentices have an outstanding experience, excel in their programmes and progress to the next stage in their careers with tech sponsor companies.

To inspire and lead on employer engagement activities which grow business, maximise participation in the Tech Apprenticeship programme and achieve volume targets as prescribed. 

To develop and work with strategic partners to form strong, mutually beneficial relationships that enable FIT to maximise opportunities for Tech Apprenticeship growth and activity.

To take lead responsibility for all programme development activities.

To oversee the operation and quality assurance of the Tech Apprenticeships.  Meet challenging targets in terms of activity levels, quality of provision, award attainment and effective career progression of candidates.

To manage a cross site team of staff to ensure effective deployment of resources and achievement of KPIs relating to the successful implementation of ICT Associate Professional Apprenticeship Programme as a national apprenticeship programme.

 

DUTIES AND RESPONSIBILITIES

Specific Duties:

Stakeholder Engagement & Partnerships

  1. Cultivate positive and constructive relationships with the Department of Education, SOLAS, ETBs / ETBI, the Apprenticeship Council, QQI, industry bodies, career guidance professionals and other key stakeholders which support the implementation and development of Tech Apprenticeships.
  2. Ensure the ICT Associate Professional Tech Apprenticeship is constantly meeting employers’ needs, thereby strengthening links with employers that enable the establishment of the programme as a credible tech talent pipeline for industry.
  3. Identify and develop opportunities for industry sponsorship / support of apprenticeship activities, which support the further development of FIT’s reputation and activity.
  4. Maintain effective relationships with ETB Collaborating Providers / subcontractors and oversee the successful implementation of the off–the-job elements of the Tech Apprenticeship delivered by them – to ensure high quality and successful programme delivery and outstanding learner
  5. To identify and establish new links with client organisations which benefit the programme and its learners and which enable FIT to contribute effectively to developing high levels of employability and high quality work
  6. Develop relationships and progression pathways with third level institutions which provide opportunities for Tech Apprentices to access relevant degree and masters programmes while they are working as part of their career development plan.
  7. To work in partnership with FIT’s Senior Management Team to ensure that the apprenticeship programme is effectively integrated into FIT’s portfolio of core activity.

 

Operational:

Management

  1. To provide leadership, management and direction to Tech Apprenticeship staff on all sites relating to the Tech Apprenticeship programme – ensuring that staff are motivated, encouraged and supported
  2. Highly effective communication across locations to ensure staff are updated on key apprenticeship priorities and that related tasks and activities are underway to achieve these.
  3. To devise, develop initiatives which enhance the apprenticeship programme provision and positively influence stakeholder engagement. These initiatives should be in line with budget allocations and congruent with FIT’s strategy of expansion and the integration of apprenticeship programmes within FET provision.
  4. Maximise FIT’s facilities/relationships, whether for learning or programme development, in order to contribute to the wellbeing of learners and stakeholders.
  5. To further develop student progression routes in order to realise employment potential and that advancement into such employment is maximised.
  6. To ensure that recruitment and budgetary targets are achieved, overseeing adjustment where necessary in order to refocus teams
  7. To ensure that the Tech Apprenticeship programme is promoted at a local, regional and national level with employers/trade publications and press by identifying relevant success stories and using these to further develop the programmes reputation and reach in the education marketplace.
  8. Ensure effective performance management of Tech Apprenticeship staff, setting appropriate and stretching performance targets and regularly reviewing performance, with interventions as
  9. Lead on ensuring that areas are continuously prepared for external inspection / validation and that all awarding body requirements are
  10. Ensure that safe working practice is adopted at all times and embedded within all aspects of the curriculum including; equality and diversity; safeguarding; health and safety; impact and risk assessments conduction, as
  11. Leading, and working with the Senior Management Team and designated staff ensuring full compliance with all data, reporting and procedural
  12. To develop the talent pool within the team so that there is succession planning and an appropriate management / team structure in place to maintain an outstanding experience and service to learners, employers and other

 

Targets and Budget

  1. Prepare annual budgets for the apprenticeship programme which meet FIT objectives and financial
  2. To deliver the Tech Apprenticeship KPI objectives and outcomes within the remit, ensuring they are delivered on budget and to quality standards on
  3. Produce regular performance reports, in line with KPI’s incorporating, where required, remedial action and recommendations for programme delivery and development.
  4. To oversee any bids, tenders and contract proposals FIT enters into with third party providers ensuring they meet all relevant regulatory and inspection standards and are delivered to outstanding standards in accordance with the terms of the
  5. Ensure that activities within the remit of the post follow the policies and procedures of FIT and funding authorities, for instance budgetary management and meeting audit requirements imposed by FIT and its various funders.

 

Quality and Curriculum

  1. Ensure that all teaching, learning and assessment that occurs within the remit of the Tech Apprenticeship meets national standard and requirements as stated by administering authorities such as the National Apprenticeship Council, Solas, QQI and any other such authorities that are nominated by government as having an authorised role in the delivery of the national apprenticeship programme.
  2. To establish appropriate audit systems that enable effective monitoring of subcontractor and other external provision against defined success
  3. To provide a coherent strategy to increase the portfolio of tech apprenticeship programme that are relevant to employers.
  4. Contribute to the development of an organization-wide curriculum strategy, taking a lead in the development and implementation of a curriculum offer which meets current and future labour market needs, be they at regional or national level.
  5. Production of annual business / activity and curriculum plan that takes account of the needs and interests of employers and students and is fully costed and
  6. Develop an innovative curriculum model that incorporates progression opportunities to Degree and other third level skills development programmes.
  7. Develop within areas of responsibility innovative and cost effective models of delivery, including a greater use of technologies and remote / virtual learning platforms.
  8. Lead on the improvement of the quality of teaching, learning and assessment using innovative and enterprising solutions to enhance student experience and thus success.
  9. Oversee an effective process for collecting and using learner feedback for the purpose of affecting change and improvement within the areas of
  10. Within the areas of responsibility implement FIT’s quality improvement practices and MIS.
  11. Maximise participation / attendance levels in the programme ensuring that there are high levels of compliance with stated policy and procedure.
  12. Lead within the areas of responsibility on “at risk learners” ensuring that there is regular review, and timely intervention thereby driving improvements in
  13. Where appropriate, ensure that there is effective parental involvement, and put in place processes which foster good relationships with parents and guardians etc.

Reporting

  1. In relation to apprenticeship programme activities, ensure that detailed monthly reports are produced as required by the FIT and or funders / reporting authorities, etc.
  2. To ensure that the Company’s regulatory requirements as the national coordinator for the Tech Apprenticeship at NFQ Level 6 are known, observed and met
  3. Advise the CEO and Senior Management Team and other relevant stakeholders on national, regional and local policy priorities along with strategy and outcomes in relation to Apprenticeship programme activity.
  4. Take overall responsibility for Health & Safety within the area of responsibility, ensuring that risk assessments are carried out, and safe working practices adhered to at all times.
