Pedagogy for Addressing Digital Divide

PADD is a Leonardo da Vinci funded project that has demonstrated how a low cost, widely accessible mechanism for achieving IT literacy across the whole community can stimulate digital inclusion. Project partnership of six partners from five European countries (Ireland, Italy, Slovenia, Bulgaria and UK) under the leadership of FIT have developed and delivered a programme called e-Cert, that gives people who had no or little previous exposure to ICT an opportunity to gain practical knowledge and to achieve basic competency in the use of computers. The aim of the e-Cert programme is to increase access to Information Technology for all, no matter what the age, gender ethnic background, disability or previous educational background of the learners.

The PADD e-Cert has met a warm welcome of the pilot groups in partner countries and has been updated and reprinted for a big scale delivery under the Community ICT Initiative of the Dublin Employment Pact with the assistance of funding from the Department of the Taoiseach, under the Access, Skills and Content (ASC) Initiative in 2007.

What is e-Cert?

The aim of the e-Cert programme is to increase access to Information Technology for all, no matter what the age, gender ethnic background, disability or previous educational background of the learners.

e-Cert is a unique way of giving people the opportunity to gain practical knowledge and to achieve basic competency in the use of computers. The course is open to everyone. Anyone can learn the first few steps, regardless of age or prior knowledge. The programme is designed to be delivered in a relaxed, informal and fun way. Students can learn how to have fun on the computer and how to play games, videos, or their favourite CD. All students will gain from the learning experience and achieve the practical computer literacy needed to participate in this new technological era where computers are used for everyday situations such as shopping, using email, banking, paying bills, working, looking up information, booking and paying for holidays online.

The programme incorporates some of the fundamental steps needed to access and use IT:

  • familiarisation with the computer and the desktop
  • accessing the most popular and useful programs
  • using Microsoft Word to a good standard, whether it be writing a letter or creating an invitation or flyer; whatever engages the interests of the individual learner

How does it work?

e-Cert can be adapted to suit the needs of the individual class. The content of the course should appeal to the students practical needs, thereby encouraging active participation, self-direction and above all an enjoyable learning experience. Adults generally want to immediately apply new information or skills to current problems or situations. So the course content must be relevant and meaningful to the concerns and desires of the students.

e-Cert in Vocational Education and Training

eCert in Vocational Education and Training is an ICT training course for teachers in Vocational Education and Training(VET). It is a unique way of giving teachers in VET the opportunity to gain practical knowledge and to achieve basic competency in the use of ICT in teaching and learning. The programme is designed to be delivered as a first step in continuous professional development in the use of ICT.
